Oregon Legislative Wrap Up: What Got Done in the 2021 Long Session

At the end of June, the Oregon legislature adjourned after a productive session that began in January. Legislators survived more than the usual amount of drama while producing some remarkable outcomes for the people of Oregon. Choosing this year to stay and fight for their positions, two Republicans now face recall votes in their districts for contributing to the quorum that allowed contentious votes to happen. One representative stepped down rather than face charges of inappropriate behavior and another made history by being expelled. Meanwhile, both House and Senate members continued to deliberate, debate, and vote on a great variety of bills. In this program, three representatives will describe from their points of view what got done, what got started and needs to be finished in later sessions, and what seemed to indicate improving relationships across the aisle.

Name: Rep. Ron Noble (R) HD 24

Biography:

Rep. Ron Noble (R) has represented HD 24 since 2016. The district includes parts of northern Yamhill County and southern Washington County, including the city of McMinnville. Rep. Noble holds leadership positions on Joint and House committees and subcommittees on conduct, judiciary, equitable policing, and transportation; he is a member of House committees on healthcare and human services. He served as a police officer for 28 years, most recently as Chief of Police in McMinnville. He attended Oregon State and Seattle Pacific universities.

Rep. Dan Rayfield (D) was elected in 2014 to serve the district that includes the communities of Corvallis and Philomath. He is co-chair of the joint committees on ways and means and on legislative audits, and an alternate in the House committee on conduct. He graduated from Western Oregon University and earned a law degree at Willamette University. In his practice as an attorney, he often represents individuals with claims against large corporations and insurance companies.

Rep Andrea Valderrama (D) was appointed to serve HD 47, in outer East Portland, in April 2021. She is a member of the Joint Committee on Revenue and the House committees on energy and environment, general government, and tax expenditures, as well as a participant in the BIPOC Caucus. She is president of the David Douglas School Board. She is the Director of Strategic Planning and Initiatives for ACLU Oregon and has worked as an Outreach and Policy Advisor for the City of Portland. She earned a BA at the University of Oregon and a master’s degree in public administration from Portland State.
