The City Council, Eugene’s legislative body, has eight members; they are responsible for passing laws, setting community goals, adopting policy, and deciding which services the City will provide. Councilors are elected on a non-partisan ballot for four-year terms. One councilor is elected from each of eight wards, with one-half of the council elected every two years.  Ward 1 boundaries are roughly 28th Avenue north to 7th Avenue, and Pearl Street to west of Chambers. It includes the Friendly and Jefferson Westside Neighborhoods and much of downtown.

Emily Semple was elected to the City Council in 2016 and serves on Budget Committee, Human Rights Commission, and Climate Action Plan 2.0 Committee. She is also the owner of Semple Design, a graphic design firm. She earned a BS in Renewable Natural Resources at the University of Connecticut and studied forest ecology at Oregon State.

 

Eliza Kashinsky is Human Resources Manager at South Lane Mental Health. She has served on the Eugene Transportation and Budget committees and founded the Walkable Eugene Citizen Advisory Network (WE CAN). She was the operations director at Organic Materials Review Institute for several years, and before that worked as a manager for nonprofits. She earned a BA from the State University of New York, Albany.
